Mr. Kemp started Power Consulting Associates, LLC (PCA) to perform transmission line design and construction management services. As a principal with over 35 years experience, his primary duties include supervising construction management teams for transmission projects and reviewing transmission line design for voltages from 4kV to 500kV. Other responsibilities include: indentifying line routes and selection processes, procuring ROW permits and property owner negotiations, preparing foundation rehabilitation programs, project planning, construction drawings & specifications, contracts & material requisitions. He has performed design and construction management in the United States, the Caribbean, and Latin America. He has provided expert testimony in arbitration for line construction practices and failure analysis.

Prior to forming PCA, Mr. Kemp worked for some of the largest electric utilities, consulting firms, and equipment vendors in the U.S. His experience includes distribution, transmission, and substation design engineering. He has worked extensively in salt water environment conditions related to construction, repair, and rehabilitation. He was responsible for the 100-day replacement of a 17-mile, 345kV transmission line destroyed by a storm for Illinois Power. He worked at Richards & Associates, Inc. where he was the Manager of Western Division Projects. Also was employed by several large engineering firms, such as Burns & Roe, Inc., Stanley Consultants, Inc., Commonwealth Associates, Inc., and Gilbert & Associates, Inc.
While at the electric utilities, he served as a senior transmission engineer, Manager of Electric Operations, Supervisor of Transmission Construction, and had administrative responsibilities over 250 employees.
He is a Registered Professional Engineer in the states of Florida, Illinois, North Carolina, and Wisconsin.

As a principal, his primary duties include supervising design engineers, CAD technicians, and survey personnel in transmission design for voltages from 4kV to 500kV. Other responsibilities include: identifying line routes and selection processes, calculating cost benefit analysis, procuring ROW permits, preparing foundation design, project planning, construction drawings & specifications, contracts & material requisitions. He has performed design and line inspection in the United States, Malaysia, the Caribbean, and Latin America. He has provided expert testimony in arbitration for line construction practices, line routing, and cost estimates. He utilizes various design software programs such as Trimble Total Station & GPS RTK Survey Equipment, AutoCAD, and PLS-CADD.

Prior to forming PCA, Mr. Grooms was a Senior Director and Project Manager at R.W. Beck, Inc. for 7 years and a Project Engineer with the transmission and substation design group for Chugach Electric in Anchorage, Alaska for 7 years. His experience includes distribution, transmission, & substation design engineering. He has worked extensively with frozen ground construction techniques, earthquake mitigation techniques, and construction methods in extreme mountainous conditions, which includes helicopter construction. He is also experienced in line construction in environmentally sensitive coastal swamps and lakes throughout state and national parks and regions controlled by the Corps of Engineers.
While at Chugach Electric, he served as a site/project engineer where he directed on-site project inspection, quality control, contract crew coordination, and system outage scheduling for critical loads.
He is a Registered Professional Engineer in the states of Alabama, Alaska, Florida, Illinois, Iowa, Kansas, Kentucky, and Tennessee.
