Environmental and aesthetic concerns are changing the face of transmission design. New transmission is being constructed underground in attempt to mitigate these concerns. With a base cost significantly higher than overhead construction, underground construction carries an elevated risk that must be carefully monitored and managed. Cost overruns associated with additional work and “unforeseen” conditions can delay a project or force other needed projects to be put on hold. Contracts and specifications must be thoroughly reviewed upfront to allow the construction management team to operate with confidence and efficiency.
